General Assembly & General Election of the International Society for Chinese Language Teaching (ISCLT) Held in Changsha

On December 10th, 2019, the general assembly & general election of the International Society for Chinese Language Teaching was held in Changsha, Hunan Province. 187 member representatives from 49 countries and regions, including experts and scholars, Chinese language teachers, international Chinese language teaching and publishing institutions, attended the conference. In accordance with the Constitution of the International Society for Chinese Language Teaching, the conference examined and adopted the work report and financial report of the 10th council, elected 65 members (units) for the eleventh council and approved the new membership dues through voting.

Xu Jialu, President of the 10th council, entrusted the secretariat of the ISCLT to extend congratulations to the conference, and extend the sincerest greetings to all the members and representatives. He expressed his gratitude to the fruitful work over the years made by staff of the ISCLT and to their support for the work of the ISCLT! He hoped that all members at home and abroad will continue to work hand in hand with common purpose and aspiration to promote the vigorous development of international Chinese language education.

The newly elected council members (units) held the first meeting and elected a total of 21 executive members (units). Professor Zhong Yinghua, President of Tianjin Normal University, was elected as the president. The following professors were elected as vice presidents of the ISCLT, including Professor Joel Bellassen (on behalf of the European Association for Chinese Teaching), Professor Cui Xiliang (on behalf of Beijing Language and Culture University), Professor Yutaka Furukawa from Osaka University, Professor Federico Masini (on behalf of the Confucius Institute at University of Rome La Sapienza), Professor Zhang Hongming from the University of Wisconsin, Professor Zhao Yang from Peking University and etc. Professor Ma Jianfei (on behalf of the Confucius Institute Headquarters) was elected as the secretary-general.

Zhong Yinghua, newly-elected President of the ISCLT, said that Xu Jialu was widely respected, accomplished, dedicating himself to the friendship between Chinese and foreign peoples and Chinese international education cause, building the bridge of the friendly exchanges and communication between the Chinese and foreign peoples. He has established the good tradition of running the ISCLT, accumulated related precious experience and created a new pattern of the development of international academic organizations, making outstanding contributions to Chinese language education. With the support of the Ministry of Education and the Confucius Institute Headquarters, the ISCLT has embarked on a development path with Chinese characteristics. We must stick to, carry forward, and well develop the path.

Today, we have made the wide consensus on building a community of a shared future for mankind and the Belt and Road Initiative featuring consultation, contribution and shared benefits. Chinese language education will usher a bright future. We must fulfill our mission and meet the need of history, give full play to the positive leading role of the ISCLT as well as continuously explore and enrich characteristic Chinese education. We have done a good job of coordination and communication and serve the ISCLT members with well, so as to run the ISCLT well and live up to the earnest expectation of Xu Jialu, former presidents, the Confucius Institute Headquarters and the members of the ISCLT.

During the past 4 years, the 10th council has been loyal to fulfill the duty and focused on demands, continuously giving full play of its academic support and leading role. Four summer senior workshops have been held in succession, more than 1,400 young teachers and students have been invited to participate in the training, and readings of “the International Society for Chinese Language Teaching Teachers' Lecture Series” have been published. More than 25,000 copies of teaching materials, academic journal newsletters and audio-visual multimedia CDs were presented to more than 110 member units and over 300 members. Cooperating with the Confucius Institute Headquarters, the ISCLT launched “Confucius Institute Construction and Chinese Language International Education Project”. It has invited 340 representatives from 32 countries to hold the 13th international seminar on Chinese language teaching, invited directors and members to plan and establish the online public lecture of “teaching Chinese” and to open the teaching skill training class for Chinese teachers in southeast Asian countries and supported the establishment of Chinese Language Teachers Association of South Africa, Chinese Teachers' Association of Sudan, etc.

Looking into the future, the 10th council discussed and specialized on three suggestions. First, an academic committee shall be set up to organize and implement academic research development plans and academic research activities, and to carry out the appraisal, evaluation, promotion and popularization of teaching and research achievements in the field of international Chinese education. Second, set up a secondary institution to promote the study of language theory and language education, the professional development of international Chinese language education teachers and the work of standards and certification in the form of a “professional committee”. The third is to restore the ISCLT journal to meet the expectations of members and to help members improve their academic development ability.

Secretary-General Ma Jianfei was entrusted by the 10th council to report to the general assembly on the work of the past four years. He stressed that under the leadership of President Xu Jialu, the 10th council united Chinese language education colleagues around the world and initiated the new concept of "members and council directors hold the conference", continuously enhancing the cohesion, influence and contribution of the ISCLT. During the process of recommending candidates of new members (units), the 10th council took full account into the representation of the nationality and region, comprehensiveness of the professional and global applicability of international Chinese education. It has suggested that a new council should fully absorb the international Chinese education academic organizations, colleges and universities from all over the world and Chinese professional departments, renowned sinologists, academic leaders with high reputation, the founding members, permanent members and the new members of the International Society for Chinese Language Teaching, etc., demonstrating the world the openness, inclusiveness and traditions of the Chinese language teaching.

According to statistics, since its establishment in 1987, the International Society for Chinese Language Teaching has attracted a total of 79 units and individual members, mainly composed of experts and related institutions in the field of Chinese language teaching, research and communication from all over the world. The International Society for Chinese Language Teaching consists of 5,108 members, among which 3,397 members come from China (including mainland China, Hong Kong, Macao and Taiwan) and 1,711 members from other countries.
