2nd Working Meeting of 3rd National Master of Teaching Chinese to Speakers of Other Languages (MTCSOL) Education Steering Committee Held at Zhejiang Normal University (ZJNU)

On April 19th, the 2nd working meeting of the 3rd National MTCSOL Education Steering Committee was held in ZJNU.

Liu Limin, former Vice Minister of Education, Chairman of the China Education Association for International Exchange (CEAIE), and Director of the National MTCSOL Education Steering Committee (Committee), Ma Jianfei, Deputy Chief Executive of the Confucius Institute Headquarters, Deputy Director and Secretary of the Committee, Jiang Guojun, Chairman of ZJNU University Council, Zhong Yinghua, Principal of the Tianjin Normal University (TNU), Deputy Director of the Committee, Zhang Wangxi, Vice Principal of the Beijing Language and Culture University (BLCU) and Deputy Director of the Committee, Zhao Yanqing, Head of the Division of Teachers at the Confucius Institute Headquarters, and Deputy Secretary-General of the Committee, together with committee members and experts from 20 universities including Peking University (PKU), Renmin University of China (RUC), Nankai University (NKU) and East China Normal University (ECNU) were present.

In his speech, Liu Limin pointed out that since its establishment in 2007, MTCSOL has developed by leaps and bounds along with the Confucius Institute, growing into an important supporting force for both the Confucius Institute and international Chinese education cause. At present, the building of Confucius Institutes has shifted from scale growth to quality improvement, thus bring forward new requirements for the construction of faculty and the training of talents in Teaching Chinese to Speakers of Other Languages (TCSOL). The discipline construction of TCSOL should follow the new trend of the development of Confucius Institutes while improving the professional talent training system. He also noted that the new session of the Education Steering Committee actively implements the spirit of the National Education Conference, and that the TCSOL profession is booming especially in 2018, when the Doctor’s Degree in TCSOL was set up, and for the first time 22 doctoral students were admitted by seven domestic pilot universities including PKU. And now that number has grown to 60 doctoral students of TCSOL in 21 universities, which has taken the discipline construction and talent training to a new high. He called for the Committee to further implement the “Pen of Endeavour”, stick to a problem-oriented approach, take innovation as the guide, and focus on the implementation; give full play to experts, advance the integration of disciplines, and be adept at reform and innovation; fulfill its duties, and strengthen the responsibility and guiding role of the Committee in the discipline construction.

In his speech, Jiang Guojun introduced the work of ZJNU on the development of the Confucius Institute, the discipline construction of TCSOL and talent training. He expressed that ZJNU will continue to strengthen the current work, step up the connotation construction, improving the quality and efficiency of overseas Confucius Institutes, develop its MTCSOL and Doctor of TCSOL, build two platforms—the Confucius Institute’s African Training Center and the Confucius Institute Teacher Selection and Training Center of Zhejiang Province, and focus on building a platform for Confucius Institutes in Africa to share resources, talents, information and experience.

After Ma Jianfei reported on the key points of the work of the Committee from 2017 to 2018, the experts discussed the 2019 annual work plan, the revision of the MTCSOL training scheme, the curriculum setup and the criteria for the dissertation.

The meeting dropped the curtain in heated discussions among the committee members. Liu Limin summarized the meeting at the closing ceremony, fully affirming the work of the Committee and gave advice on the next step. He pointed out that in the past two years, the Committee has completed the tasks well and achieved good results in accordance with the requirements of the Office of the State Council Academic Degrees Committee. Given the current situation, it is necessary to set a higher position, and have a deep understanding of the importance of the TCSOL talent training; serve the needs, building the strength, cultivate a high-quality full-time faculty team, and strive for elitism, practicality, and localization; improve the talent training system, enhance the quality evaluation of professional degree, accelerate the localization of teachers, and encourage academic researches; and effectively fulfill the critical duties and missions endowed by the Office of the State Council Academic Degrees Committee and the Ministry of Education.
