In his speech, He Mingqing said that the Confucius Institute offers two courses, basic Chinese language and Chinese martial arts Tai Chi, for primary and secondary students at its teaching sites. Acting upon the concept of serving the local people and integrating into the community, the Confucius Institute has been actively meeting the needs of local people to learn Chinese language and understand China and Chinese culture. He hoped the students would work hard to learn Chinese and break through language barriers to become cultural envoys of China-Sierra Leone friendship.

The Confucius Institute at the University of Sierra Leone has once again entered the local primary and secondary school classes, giving local teenagers more opportunities to experience Chinese language and understand China. The Confucius Institute has always been committed to developing itself into a well-known cultural promotion brand featuring wide coverage and inclusiveness. The Confucius Institute has kept elevating its school-running levels in offering education in preschools, primary schools, secondary schools, vocational schools and universities. It has also extended from schools to enterprises and communities.

The establishment of these two new teaching sites marks another solid step for the Confucius Institute in promoting Chinese language and entering the local basic education system.
