On October 20th, the Joint Conference of Confucius Institutes in Japan was held at Hyogo College of Medicine. The conference was undertaken by the Traditional Chinese Medicine Confucius Institute at Hyogo University of Medicine. Ma Jianfei, Deputy Chief Executive of the Confucius Institute Headquarters and Deputy Director-General of Hanban, Hu Zhiping, Minister-Counselor of the Education Section of the Chinese Embassy in Japan, Wu Jingsong, Minister-Counselor of the Education Office of the Chinese Consulate-General in Osaka, Sohei Shinka, Honorary Director General of The Traditional Chinese Medicine Confucius Institute at Hyogo University of Medicine and Chairman of Board of Trustees of the Confucius Institutes as well as 65 representatives from 16 Confucius Institutes and Confucius Classrooms in Japan attended the conference.

At the opening ceremony, Shinka Sohei delivered a welcome speech, in which he quoted from Mencius, “Favorable weather is less important than advantageous terrain, and advantageous terrain is less important than harmony among the people.” He remarked that the development of Confucius Institutes needs not only a good opportunity and environment, but also our joint efforts. He hoped that all the people from Japanese Confucius Institutes could work together to achieve “harmony” among the people, and discuss how to promote the better development of Confucius Institutes in Japan.

In his speech, Ma Jianfei first fully affirmed the achievements made by the Confucius Institutes in Japan, pointing out that the sound development of the Japanese Confucius Institutes depended on three factors: the first was the great support from the leaders of Japanese universities; the second was the hard work of the directors who understand the cultures of both countries; and the third was the Joint Conference system initiated by the Confucius Institutes for in-depth exchanges and interaction. He then said that the global development of the Confucius Institutes has entered a new era, and the Headquarters in the future would focus on promoting the quality and content development of the Confucius Institutes through reform and innovation, strengthening their localization, specification, and digitization and promoting their transformation and upgrading. He also pointed out that Confucius Institutes have been confronted with various prejudices since their birth, but these Confucius Institutes are “genuine gold that could stand the test of fire,” and would continue to run schools openly, improve the ability of personnel they send overseas, and enhance their understanding of local customs and laws. Finally, Ma Jianfei concluded that the friendly exchanges between China and Japan had a long history, and hoped that through the Joint Conference system, the Confucius Institutes could jointly design and implement projects and solve problems to deepen mutual understanding between the two peoples and make greater contributions to strengthening the friendship between two peoples.

The representatives also discussed actively such issues as strengthening the coordination among Confucius Institutes in Japan, promoting the digitization of Chinese teaching, the training of local Chinese teachers and the compilation of local Chinese textbooks, etc.
