On 2 September, 2015, in the course of the 14th meeting of the China-Venezuela High-Level Joint Commission (Comisión Mixta de Alto Nivel Venezuela-China XIV Reunión), as witnessed by Venezuelan President Nicolás Maduro and Chinese Vice Premier Zhang Gaoli, the collaboration agreement on the establishment of the Confucius Institute at Simón Bolívar University was signed by Madam Xu Lin, Chief Executive of Confucius Institute Headquarters and Director General of Hanban, and Manuel Fernandez, Venezuelan Minister of Higher Education and Science & Technology. This is also known as the first Confucius Institute in Venezuela.

Founded by the late Venezuelan President Hugo Rafael Chávez Frías in 2003, Simón Bolívar University has its main campus in Caracas, the Capital of Venezuela, with other 12 campuses all over the country and altogether 70,000 enrolled students currently.
