Confucius Institute International Teacher Center inaugurated at Beijing Language and Culture University

On the morning of April 9th, 2015, the inauguration ceremony of the Confucius Institute International Teacher Center was held at Beijing Language and Culture University (BLCU). Madam Xu Lin, Counselor of the State Council, Chief Executive of Confucius Institute Headquarters and Director General of Hanban, attended this event and unveiled the name plaque of the Center together with Mr. Li Yuming, CPC Party Secretary of BLCU. Guests who addressed the ceremony included Mr. Cui Xiliang, President of BLCU; Inoussa Moustrapha, Ambassador of the Republic of Niger to China and a BLCU graduate; and Joy Hughes, Vice President of George Mason University, the US. This event was attended by around 500 people, including Mr. Frank Peeters, Chairman of CIUTI Forum (Conférence Internationale permanente d’Instituts Universitaires de Traducteurs et Interprètes Forum); Mr. Peter Kuper, renowned German sinologist; and both Chinese and foreign teachers and students of BLCU.

In Madam Xu Lin’s speech, she highly commended the achievements by BLCU in international Chinese language education. She pointed out that the Confucius Institute International Teacher Center marks another new milestone in the development of Confucius Institutes. The Confucius Institute Headquarters (Hanban) will offer its full support for a better and stronger future of this Center. She hoped that the Center would build a team of backbone teachers for the future development of the Confucius Institutes and ensure a sustainable development of the Confucius Institutes in the next ten years and in the far future by strengthening its work in training local Chinese language teachers in foreign countries and undertaking a variety of tasks, including training full-time and volunteer Chinese teachers working in foreign countries, developing syllabuses and textbooks for training programs, cultivating Ph.D. students of teaching Chinese to speakers of other languages, establishing Chinese teachers database and excellent Chinese language teaching case database, and so on.

Mr. Li Mingyu and Mr. Cui Xiliang also addressed the ceremony, respectively. They both expressed their gratitude to the Confucius Institute Headquarters (Hanban) for its long-time guidance and support for BLCU. They expressed that BLCU would mobilize resources throughout the university and shoulder heavy responsibilities to further strengthen the work in cultivating local and volunteer Chinese teachers, by making full use of BLCU’s advantages in Chinese language teacher training, integrating domestic and international teaching staff, scientifically establishing courses, and utilizing modern technologies. Firstly, a market-based operation system should be adopted to ensure the quality of training programs through integrating quality resources of BLCU, establishing overseas branch centers, and completing professional and localized training tasks across the globe. Secondly, the Center should endeavor to realize the “Double-10,000 Plan” within three years by undertaking more training tasks from the Confucius Institute Headquarters and actively carrying out autonomous training programs which cover various kinds of teaching staff in international Chinese language education, including teachers, volunteer teachers, and head teachers (management) of Confucius Institutes.

Guests attending the ceremony all congratulated on the establishment of the Confucius Institute International Teacher Center and believed that the Center would definitely be able to cultivate the most outstanding Chinese language teachers in the world. They also hoped to strengthen pragmatic cooperation with BLCU and further promote the future development of Confucius Institutes. Teacher and student representatives of BLCU also spoke at the ceremony. They expressed their gratitude to the Confucius Institute Headquarters (Hanban) for its concern and support for the development of teachers and students at BLCU and hoped that the Center would serve as a platform to share information and research ideas in the field of Chinese language teaching across the globe. Attendees of this ceremony also included recipients of scholarships for students of master's degree in teaching Chinese to speakers of other languages (MTCSOL) and Chinese and foreign postgraduate students, who were all dressed in grand and festive costumes of their own countries or ethnic groups, which fully showcased BLCU as a “little UN” with diversity and tolerance.

As China’s first Confucius Institute teacher training center, the establishment of the Confucius Institute International Teacher Center at BLCU marks a new stage in the cultivation and training of teaching staff by the Confucius Institute. The Center will fully exercise its mobility to adopt market-based operation system and adhere to the concept of integrating accomplishing tasks from the Confucius Institute Headquarters with actively carrying out autonomous training. It will follow the strategy of “going out” to seek for opportunities to establish overseas branch centers and launch training and research programs for certificate tests for local Chinese language teachers in different countries. It will establish a global dynamic database of Chinese language teachers and promote online training for Chinese language teachers. It will launch the construction of various teaching resources, like textbooks for localized training and model teaching lessons, with a hope to improve all-round the efficiency and international influence of the Center. The Center will devoted itself to cultivating high-quality Chinese language teachers and promoting overseas Chinese language teacher training to supply excellent teaching staff meeting the needs of different countries for the development of international Chinese language education and Confucius Institutes, which will promote the sustainable development of Confucius Institutes across the globe and overseas Chinese language teaching, and develop the Center into a world’s influential “home for domestic and overseas Chinese language teachers”.
