200-odd universities in over 70 countries applying for the establishment of Confucius Institutes

Currently 200-odd universities in over 70 countries around the globe are actively applying for the establishment of Confucius Institutes. On the other hand, a few universities choose to suspend or terminate the agreement with the Confucius Institute Headquarters. But this is actually quite normal for any language promotion institution in the world, noted the Confucius Institute Headquarters.

At the end of last year, the second five-year agreement between Sweden’s Stockholm University and China’s Fudan University on the operation of the Confucius Institute expired. Due to the fact that the foreign director retired and some other reasons, some professors of the Faculty of Humanities requested not to renew the agreement, which was approved by the university’s vice-chancellor.

The Confucius Institute will still remain open for another half a year and then formally close. Since Stockholm University has many outstanding Chinese language teachers working there, the closure of the Confucius Institute won’t affect its Chinese language teaching. Besides, this decision has nothing to do with politics, said the vice-chancellor in her letter to the Confucius Institute Headquarters.

According to the relevant provision in the Constitution and By-Laws of the Confucius Institutes, any foreign university is entitled to freely apply for the establishment of a Confucius Institute or terminate the cooperation. Thus, the Confucius Institute Headquarters has agreed that the Confucius Institute in Stockholm should close in June this year. Up to the end of 2014, a total of 476 Confucius Institutes, and 851 Confucius Classrooms in primary and middle schools had been opened in 127 countries and regions.

It is reported that the applicant can voluntarily apply to the Confucius Institute Headquarters for the permission to establish a Confucius Institute. If the application is approved, the Confucius Institute will be set up on the campus of the applicant and co-run by the applicant and its Chinese partner university. A Board of Directors consisting of members from both sides will be established and assume the responsibility for formulating annual working plans, budget proposals and final accounts. The funds should be raised by both the foreign and Chinese sides, and the management of the funds should abide by the relevant laws of both sides. In a word, the Confucius Institute will strive to achieve a win-win cooperation featuring joint construction, ownership and management and the sharing of teachers and managerial staff. The foreign side should ensure the daily operation of the Confucius Institute. According to the Constitution and By-Laws of the Confucius Institutes, each Confucius Institute shall use the same name and logo. Meanwhile, the Institute, on the basis of fully respecting the local pioneering spirits and school-running characteristics, can carry out various Chinese language teaching and Chinese cultural exchange activities in light of local conditions.
