In 2014, Confucius Institutes (Classrooms) around the world have engaged in very productive work with the efforts from both the Chinese and foreign sides, which has brought a marked improvement in their quality and level, and promoted the educational and cultural exchanges between China and foreign countries. In order to honor outstanding Confucius Institutes (Classrooms), individuals and Chinese partner institutions for their valuable contributions to the development of Confucius Institutes (Classrooms), the Confucius Institute Headquarters continues to select and award “Confucius Institutes (Classrooms) of the Year”, “Confucius Institute (Classroom) Individual Performance Excellence Award” and “Outstanding Confucius Institute (Classroom) Chinese Partner” for the year 2014.

 

Considering it being the 10th anniversary of the CI, the Headquarters decided to select the award of “Pioneer of Confucius Institute”, to appraise the institutions that have well run Confucius Institutes consistently, been rewarded repeatedly, and made significant contribution to the Confucius Institute.

The selection procedure is as follows:

I. Selection of “Pioneer of Confucius Institute” (10 institutions)

(I) Selection Scope

Institutions that established Confucius Institutes before the year of 2005 (including 2005).

(II) Selection Criteria

A. Signed Agreement or Letter of Intent before 2005.

B. Won Confucius Institute of the Year or Confucius Institute Individual Performance Excellence Award repeatedly and made significant contribution.

C. Consistently well operated.

(III) Selection Procedure

The Headquarters recommend qualified Confucius Institutes, organize expert group to evaluate, solicit opinions from the relevant organizations, and then determine the list of 10 Pioneers of Confucius Institute.

(IV) Awards

The Pioneer of Confucius Institute Medal.

II. Selection of “Confucius Institute of the Year” (25 CIs)

 (I) Selection Scope

The selection is open to the Confucius Institutes that have been operational for more than two years (including 2 years).

 (II) Selection Criteria and their Weight

Criteria include activities of Confucius Institute Day and celebrating the 10th anniversary of the CI, formulation of regulations, cooperation between Chinese and foreign partners, teaching conditions, quality of teaching, scale of teaching, influence, featured programs, implementation of the Confucius China Studies Program, and appraisal by the Headquarters.

A. Activities of Confucius Institute Day and celebrating the 10th anniversary of the CI (10%):

Number of activities held in and out campus

Number of participants

B. Formulation of regulations (15%):

Status of personnel, finance, books and archives management regulation among others

C. Cooperation between Chinese and foreign partners and teaching conditions (15%):

Relationship between Chinese and foreign sides;

Whether the annual board meeting of Confucius Institute is held;

Whether the host university’s president assumes the position as Chair of the Board of the Confucius Institute;

Cash input by foreign side;

Personnel input by foreign side;

Area of exclusive office venue;

Area of exclusive teaching venue;

Whether exclusive reading room is provided.

D. Scale of teaching (15%):

Number of affiliated Confucius Classrooms and teaching sites;

Number of courses;

Enrollment and its growth rate;

Cultural activities;

Participation of cultural activities and its growth rate.

E. Quality of teaching (18%):

Whether the Confucius Institute is included into the overall planning of the host university or institution;

Enrollment of “Confucius Institute Scholarships”;

Participants of “Chinese Bridge” competition and result of awards;

Number of full-time staff from foreign side;

Number of local teachers;

Rate of book borrowing and reading;

Whether the teacher-student ratio is rational;

Enrollment of credit courses;

Number of students taking HSK test.

F. Influence (15%):

Scale of Media coverage;

Visits by high-profile dignitaries;

Lectures and seminars held;

Appraisal by the host government;

Whether “to China” program is held.

G. Featured program and “Confucius China Studies Program” (6%):

Outcome of compiling local teaching materials;

Whether applied for “Head teacher Position”;

Outcome of researches;

Implementation of “Confucius China Studies Program”.

H. Appraisal by the Headquarters (6%):

Formulation of annual work plan;

Whether submitted rational budgets and final accounts;

Communication with the Headquarters.

(III) Selection Procedure

A. Each Confucius Institute should voluntarily fill in an Application Form for 2014 Confucius Institute (Classroom) of the Year, have it signed by the host university’s president, and submit it to the Headquarters by November 16th, 2014.

B. Confucius Institutes recommend themselves are required to submit a document introducing their experience (no less than 1,500 words).

C. The Headquarters will collect all the data from the Information Card provided by the Confucius Institute. The data evaluated as excellent will then be input to the Table for the Weighting of the Selection Criteria for Outstanding Confucius Institutes (Classrooms). A shortlist of 50 candidate Confucius Institutes will then be determined according to the ranking of the Confucius Institutes based on their weighted data.

D. The Headquarters’ evaluation group of expert group will then select 25 Confucius Institutes based on the school’s performance scores, the opinions solicited from the relevant organizations, while taking into account the global distribution of the Confucius Institutes (Classrooms), and the information of any previous awards.

 (IV) Awards

The Confucius Institute (Classroom) of the Year Medal, as well as one student group (less than 20 people) visit to China.

III. Selection of “Confucius Classroom of the Year” (5 CCs)

Five Confucius Classrooms that have been in operation for over two years will be selected. The selection criteria and their weight, selection procedure and awards refers to the criterion of the selection of “Confucius Institute of the Year”

 III. Selection of “Confucius Institute (Classroom) Individual Performance Excellence Award” (30 recipients)

 (I) Selection Scope

Chairs of the Board, members of the Board, Directors, teachers and volunteers at Confucius Institutes (Classrooms).

 (II) Selection Conditions

A. More than two years’ work experience at the Confucius Institute (Classroom).

B. Candidates must have applied great effort to the development and growth of Confucius Institutes (Classrooms) with outstanding contributions.

C.  Good partnership between the Chinese and foreign sides well maintained.

D. Possess high-standard working ability.

E. Priority will be given to candidates who have received a commendation from the government of the host country, especially the ones working in harsh areas.

 (III) Selection Procedure

A. Each Confucius Institute (Classroom) must fill in the Recommendation Form for Candidate Selection of 2014 Confucius Institute (Classroom) Individual Performance Excellence Award, as well as supply the information on the outstanding achievement of the candidate (no less than 1,000 words), submitting the Form and the information to the Headquarters before November 16th, 2014.

B. The Headquarters will consider each application on its own merit, and make a shortlist of 50 candidates after having considered the global distribution and the individual’s working performance.

C. The Headquarters will solicit the opinions of the Confucius Institute.

D. The Headquarters group of experts will carry out the evaluation and confirm the final list of winners.

 (IV) Awards

The Confucius Institute Individual Performance Excellence Award Medal and bonus.

IV. Selection of “Outstanding Confucius Institute (Classroom) Chinese Partner” (10 partners)

 (I) Selection Scope and Conditions

The Chinese partner institution must have hosted at least 3 operational Confucius Institutes (Classrooms) and have carried out Confucius Institute (Classroom) work for at least 2 years.

 (II) Selection Criteria

A. Establishment of special departments with full-time personnel for CI Affairs

B. University President assumes the position as Chair of the Board of CI.

C. Dispatched qualified Chinese Directors for CIs.

D. Dispatched adequate teachers and volunteer teachers of for CIs.

E. Confucius Institute is included into the institution’s overall development planning

F. Hold stable teachers’ team.

G. Support to the Confucius Institute in tight cooperation with the foreign side.

(III) Selection Procedure

A. The institution must fill in an Application Form of the Outstanding Confucius Institute Chinese Partners, as well as provide the information on the main work carried out, achievement and experience (at least 1,500 words), submitting the Form and information to the Headquarters before November 16th, 2014.

B. The Headquarters will collect all the data evaluated as excellent in various categories regarding the partnership and exchange of the Chinese partnership institution, from the Application Form of the Outstanding Confucius Institute Chinese Partners, as well as from the exchange materials of the 9th Confucius Institute Conference. A shortlist of 20 candidate institutions will be determined then.

C. The Headquarters group of expert group will carry out the evaluation and confirm the winners.

(IV) Awards

The Outstanding Confucius Institute (Classroom) Chinese Partner Medal.
