Liu Yandong put forward a four-point plan on the development of Confucius Institutes in the next decade:

First, we should uninterruptedly improve education levels through the construction of the Academy of Confucius Institute Director, Model Confucius Institutes and the Confucius Institute Online and an effort to resolve problems concerning faculty, teaching materials and teaching methodology. At present, the construction of the Academy of Confucius Institute Director undergoes well. It will help train over 2,000 foreign and Chinese Confucius Institute directors and professional teachers every year after it is completed. This year, Confucius Institute Headquarters will continue to add more Confucius Institutes onto the list of global Model Confucius Institutes. The Confucius Institute Online has developed the Guideline for CLT Materials Development and the Confucius Institute Digital Library, and will provide in July 100,000 on-line video courses of 1,000 teachers and better services for Confucius Institutes all over the world.

Second, we should enrich our teaching activities based on the “Six Arts”. Demonstrative and easy to learn, the “Six Arts”, i.e. ritual, music, archery, (carriage) driving, calligraphy and mathematics, are manifestation of fine traditional Chinese culture. In recent years, Confucius Institutes have tried to spread excellent Chinese culture, Chinese literature and arts, Chinese medicine and wushu and Chinese chess on the basis of the “Six Arts”, which are welcomed by both teachers and students. Armed with the previously accumulated experience, we should in the shortest possible time compile new cultural teaching materials that appeal to young people from different countries by making full use of the carrier of the “Six Arts” and integrating it with modern technological teaching methods such as multi-media and animation and by sorting excellent traditional and contemporary Chinese culture. Everyone should make his own contribution since this will help more people understand Chinese culture and modern China.

Third, we should upgrade our teaching system with the Confucius China Study Program as the guideline. Our main goal is to establish a complete Confucius Institute education system from the most basic Chinese language teaching to high-end academic research and to train a group of sinologists. The program covers six major aspects, including providing financial aid for foreign students to go to China to pursue a PhD degree, encouraging young leaders to do research and studies in China, establishing teaching posts of China Studies, and supporting international meetings on comparative studies between Chinese and foreign cultures and translation and publishing of excellent books. I hope that all the sinologists present can recommend the program to excellent young scholars.

Fourth, based on comprehensive cultural exchanges, we should help people from the rest of the world understand China in a more objective way. China not only enjoys a long and profound history but also is full of modern vitality, so one needs to see both its past and present to truly understand it in an all-round and objective way. I sincerely hope that all the guests present can go visit China one day to see and feel in person the changes that have taken place in China, the vigor of reform and innovation in China, the efforts the Chinese people have made to realize the Chinese Dream and the wish of the Chinese people to make friends and achieve win-win cooperation with foreign people. All civilizations are equally invaluable assets for humans, each of which has its own distinct values. China is endeavoring to establish its core values in accordance with its national conditions and development path, including national goals of prosperity, democracy, civility, and harmony, social goals of freedom, equality, justice and the rule of law as well as individual values of patriotism, dedication, integrity, and friendship. This core value system is the product of an abstraction of fine traditional Chinese culture, a sublimation of the theories of modern China’s reform and innovation and a reference to achievements of human civilizations.

Liu Yandong pointed out that historically CEE countries have been home to many learned and prominent sinologists. For instance, famous sinologists like Michel Boym from Portland, Etienne Balazs from Hungary and Gustav Haloun from Czech all made indelible contributions to China-Europe exchanges. She said that all the guests present have also made great contributions to cultural and people-to-people exchanges between China and CEE countries, but new tasks and missions are awaiting us. She hopes that everyone can jump at new opportunities, make good use of the platform provided by Confucius Institutes to make greater contributions to consolidating and developing the friendly tie and establishing an equal and win-win cooperative partnership between China and CEE countries and be a Marco Polo of modern times.
