Hanban/Confucius Institute Headquarters and the National Institute of Educational Testing Service of Thailand signing a memorandum of understanding regarding cooperation in Chinese examination

Beijing, August 26th—Ms. Utumporn Jamornmann, Director of the National Institute of Educational Testing Service of Thailand, led a delegation of 60 consisting of members of the Thai National Examinations Council and related exam experts to visit Hanban.

After the delegation’s visit to the China Exploratorium, Hu Zhiping, Deputy Director of Hanban, met with Director Ms. Utumporn Jamornmann, as well as chairman of the National Institute of Educational Testing Service of Thailand, board members and deputy directors.

Deputy Director Hu first extended a warm welcome to the delegation, and expressed his thanks to the Thai government and various educational institutions for their support for Chinese teaching over the years. He stated that with great support of people from all circles especially Her Highness Princess Maha Chakri Sirindhorn, Chinese education was developing fast in Thailand along with the unprecedented development of Chinese examinations. Since the Chinese Proficiency Test (HSK) was first introduced into Thailand in 1995, the number of participants has increased annually. During the previous decade, a total of 10,629 people took HSK test and 5,474 people took the Youth Chinese Test (YCT) test. The number of participants taking the Basic Chinese Test has reached 380,000 within the past 3 years. In this March, new HSK and YCT tests were introduced to Thailand; they were well received by both examinees and teachers.

Director Utumporn Jamornmann introduced primary work of the National Institute of Educational Testing Service of Thailand in education, scientific research, educational assessment and examination in Thailand. The National Institute of Educational Testing Service of Thailand is responsible for various national tests, including the College Entrance Exams as well as foreign language testing (Chinese language) for the College Entrance Exam. Director Utumporn Jamornmann eagerly anticipates the Thai and Chinese sides being involved in cooperation on the Chinese test. During the discussion Hanban and the National Institute of Educational Testing Service of Thailand reached agreement on holding Chinese test in Thailand through exchange of information, staff, resources, equipments and tools, promoting and the improvement of Chinese tests from both Hanban and the Thai National Examinations Council, expanding the scale of tests, allowing for the advantages held by China and Thailand to come into full play in carrying out Chinese tests and assessments.

An in-depth discussion about carrying out and promoting Chinese testing in Thailand was held between Hanban and the delegates, as well as discussion on exchange and communication between proposition staff and relevant trainings. In a cordial and friendly atmosphere, the two sides signed a memorandum of understanding on cooperation in Chinese examination.

During their stay in Beijing, delegates also visited China's National Education Examinations Authority. The two groups shared their experiences in organizing national tests, as well as assessment criteria, examination form, test papers and related affairs. They also discussed the possibility of carrying out a Thai test in China.
